Try xmarkpro you could easily make a blank template and clone it on your sites, you could also mass upload templates plugins and etc. then install it in bulk - there are many ways actually, just play with the software.

But IMO the best way would be to create a site manually with everything you want and then just duplicate it across your future sites. You'll get something of a much higher quality this way rather than using an automated process.
