Hi
I have lots of customers with email and address but I have never contacted them with a follow up. So now I need a software where I can add the customer details and send them occasionally offers (all clients have bought something from me). Have you any idea which software could fit? Customers are from woo commerce and another external sales platform

The software you need is CRM, there are lots of options available so you can just Google for CRMs that are configurable with woocommerce and easy to use for you. A CRM usually consist options for transactional emails, newsletters as well as follow up emails to the clients.

Yes CRM, import your data to any CRM Software( Hubspot, Brevo.. ). and start marketing campaigns

You can try divine infosec crm to connect with your customers. Their support team is fantastic. I am very happy with the service and they have cheapest plan in market with such features.

As suggested by above, you need crm. But if the number of clients is large, you will have to pay monthly subscription amount for this.
