Just hire someone from oDesk to write one. Should only cost you around $50 - $100.

I don't think so because its Google's Blogger so its better not to use any kind of software.

You'll get banned if you use any kind of automation with Google .. So instead of buying a banned tool, just hire people to create blogs for you. You can make UNLIMITED number of blogs on one account.

I was going to make a bot for blogger, but I end up coding one for wordpress !
