Anyone see a boost in the SERPS from buying a bunch of social shares ie FB likes, Twitter retweets or G+s?

Not from buying it,but if they are natural,then it will help you over time,but nothing to much.
I also have a question,how many comments I need to be able to open new thread?

And they really don't bring in steady traffic. Once something new goes viral, the shared content is forgotten.

Agreed. Social shares or social activity validates links and new potential links.

I've never tried buying social signals for a website, although I did notice one of my YouTube videos was given a nice boost after I pushed a bunch of social signals toward it.

I bought a bunch of "signals" for some sites with no links just to see if it did anything on its own, and it didn't do anything
