There's a way to put a faux SSN in setting up a stealth Paypal account that will largely side step verifying the SSN later. If you don't do this at the start, PP may definitely demand a SSN afterwards upon limiting the account, and then you are stuck, and will probably have to wait 180 days to withdraw funds. If you want to set up/verify a new account on the faux SSN basis, I can help.
