How do I best use 4G proxies for social media botting?

1) I only have access to 4G proxies from one provider and the IP I get only differ in the last digits. Is it safe to create multiple accounts with these, and if so what's the "safe" limit? e.g. 255.255.255.1 and 255.255.255.2
2) Do I have to use the same 4G proxy for each account every time I want to use it? Or can I use different each time as long as it is the same provider? e.g. 255.255.255.1 and 255.255.255.2

Extra question
3) Do social media sites read cookies other than their own? The reason I am asking is that Jarvee have "websites to visit" as a setting. I assume its purpose is to create cookie?
 
If these are mobile proxies, you can use 3-5 accounts/IP. With rotating IPs the opportunities are more and you can increase that count to 15-18 accounts. You just need to rotate the IPs everytime you create an account. Mind you, the IPs need to be based on real mobile devices and should connect to real cellphone towers. This process doesn't work really well with shared, datacenter IPs.
