Content and communication are two key factors to success. The better the content is - the more people will like it (and your fanpage). Same deal with communication - the more people you'll communicate with - the more of them will pay attention to your page. So nothing new here...

I would do some advertising on FB.
You can target people who are interested in your niche and ask them to like your page by offering something in return or throw out a question.
For example, if your page is about "link building"
Try something like this...
If you enjoy link building , hit "Like"
This example sucks but hopefully you got the idea.

There are other ways to get fans and followers you can try on Fiverr (do a search on fiverr), some will give you 100 or even 1000 of followers but note that they might not be real followers or sometimes real + fake, or you can use a fan and follower exchange services.

You can use some social media manager to manage your accounts to get more real followers, Because in fiverr, peopleonly give fake followers not real
