you can run ads for your agency, or promote your services in IM-related forums or places

If it's just people you know right now, maybe they can help you get connected? Or ask them to refer you to other potential clients that might need the service since you're planning to expand anyway. They'd likely know people around the circles they frequent.
 
If you want to be real, it takes a long time to grow. Grow both realistically and get some support from the panels. Advice::)
