Social Bookmarking in Foreign Languages

I've built a niche site in a foreign language and about to start doing some bookmaking. Most of the good bookmaking sites are in English language but what if I want to bookmark my new site? Some of the BM sites don't accept Cyrillic so is it OK to write the title and description in English? Is Google likely to penalize my site for this?

I tried it in my own languange (slovak) and it has no effect.

Make sure that some of those sites do not offer regional language settings and localization. Just like Google many large websites
have GEO specific pages or domains for a particular country or region and that is what you need to target.
