So many spammy links

Not a days our website is getting so many spammy JS hidden backlinks, when I actually see the JS file on the backlink domains, the js code is keep changing for every refresh, so some times our link would be there some times its not. The person who is doing this know well that he/she is upto and doing intentionally. What is your solution apart from disallow.

I found the domain who is selling those services but completely anonymous.

I am not sure how you gonna do it, but if there are hundreds of domains, I wont expect much responses even if we reach the website admin.

Disavow from Google Search Console, and do outreach to remove links.
 
Go to MOZ and check backlinks and Disavow those spammy links.
