I have never really looked into all the legal and tax stuff that applies to online income, but let me just make it clear - it's possible to open offshore bank account, get your debit card sent over by mail and pay with it legally in your homeland with little fees for withdrawing money or paying by card, but no income taxes? Can I transfer my STEALTH PP (account under my real name is limited) funds directly to the debit card?

If I got it right, please tell me a good offshore bank for this. Debit card must work in Eastern Europe.

Some people cheat the govt by creating accounts in countries that have private banking laws that don't share their customer info with the US. If you do this, and don't report income, it is illegal.
