Ip rotating is not the only factor of high deliverability
You also need to keep control of delivery rate (how many smtp connections to hotmail at one time for example, and how many emails sent per connection).
And of course all email providers have their own rules.
If you don't respect that you will be throtteled to death, end up with a massive mailing queue and end up with a lot of bounces after a few days.
Best delivery manager softwares I know of are :
- Green Arrow that you will find at drh dot net
and
- Power MTA over at port25 dot com
Be prepared to shed a nice amount of money, though.
But if you're serious in business, thats the way to go.
