SMTP mass mailer question.

Is a smtp server different than a vps? How do I mass mail with vps, do install the software on a windows desktop? If I want a new IP can I do it myself or do I have to ask the hosting company?
 
It depends on the plan you hire. Most mass SMTP's will give you either a single IP or rotate a few. Usually costs a bit more to rotate IPs.

You can mass mail from any PC, VPS or desktop, but all the usual precautions apply, you may get your IP's blocked, low inbox rates or even criminal prosecution in some places, so caveat emptor.
 
Can anyone recommend a good hosting company?

You can have it for rotating the IPs,just increase your fund.
 
Just my 2 cents: If you are asking a question like this, I'd look for someone who has some experience with mailing and can teach you a few things. Firing away without knowing what you are doing kinda asks for a clusterfuck.
