Yes, I think it's possible. I have created an account in South Africa and used VCC from the UK to verify the account.
Yes, it can cause a problem, but many people do it. Just have a lot of VCC available.

use number only the same state ....if you do otherwise you will be blocked after a few days

You could, but it's best not to. I used sms-activate quite successfully in the past. Cheap and pretty solid provider.
