SMS Automation in US using Physical Phones

Is there software or SAAS that uses physcial phones to automate sms messages?

The new(ish) restrictions in the US for sms services are getting pretty stingent. I was wondering if there is any software for using physical phones to send sms? I've been rejected even for completely legitimate use cases for brick and mortar businesses.

There is software that can send text messages with US physical cards, but it does not need to be used on mobile phones.
