In ThemeForest you can find some SMM panels template in PHP. Then you’ll just have to upload it to your hosting and it’s done. For the service, you’ll have to use API to resell service or just do the service by yourself but it’s a great investment in time and you need skills.I like to know how people are setting up their SMM Sites?

Yea that explains it.first of all you need the main supplier for the services to use the api from. Then only you can compete with the other panel's pricing.
And trust me find the main supplier ain't easy and even though you end up finding one then they demands huge order base from the start which you will not have.

They got brilliant mind for managing all this and powerfull coding skills to bypass or fool the system.
