Is it possible for a view or impression to be dropped? Dropped like a follower can be? I'm trying to buy views but not really understanding it.

if the view is a bot view and gets banned yes.

It happens from bot sourced ones, yes. It's only natural, and risky. If you can, you're better off finding organic views, follows, etc. It's pricier but less of a risk and wont hurt your growth long-term.
