Of course it is, check the smm marketplace , see how many smm panel there are. People and businesses always want to buy social proof , like followers, comments etc fake and real, no matter what nay sayers tells you.
Let me put some input hopefully we'll able to get this discussion going, to me from what ive noticed these smm sellers looked like they have those warehouses or offices.

I've been working for an SMM site for 3 years.
I'm not sure what you mean by "smm panel", but I'd suggest going for something like this famoid.com rather than this smm.net if you're going to resell.
A panel (smm.net) is way harder to SEO, while an e-com site (famoid.com) that uses wordpress and woocommerce is easier to SEO and support.
To get started, you will need nothing more than $100 (if you will build everything and write the website content by yourself) that you will need to put into your reseller balance.
The sky is the limit when it comes to the number of marketing approaches you can take. You can make TikTok videos, do SEO for organic traffic, go for ads on instagram/facebook (be ready to get a new ad account once every week), etc. Be creative. I saw a site doing very well by writing a "best sites to buy blabla" with his site in the top position and publishing it on a big authority site as a guest post. It outranked everybody in a matter of days, and the guy started getting a chunk of referral traffic.
Depending on the number of orders you receive, it might take 5 minutes to 3-4 hours to support it. Most big panels that people resell from have an API, so you can automate the order processing if you know how to code.
The keys here are
1. to have a live chat on your site (like tawk) and be online 24/7, people care if you care.
2. have a support email and check it every day. people like to reach out and be answered.
3. if the panel you're reselling from having delays, let your customers know. make a pop-up somewhere telling there are delays.
4. try to have competitive prices, people do check others and compare.
