In that case do proper targeting in the video (YouTube) Google Ads campaign. Are you targetting broad, etc ?

In google ads even if you target your audience but they are not interested with the video content still you can't get the retention you want compare to smm panel you have total incontrol on what you can achive. Another thing with google ads is it is expensive and also you have no control of dislikes which it can harm your video ranking.
