I've noticed some panel vendors are selling backlinks and backlink campaigns of various types for cheap. Are they of any value or just scams? Any experience?

Personally, I would stay away from links sold on a panel as they are likely to give little to zero impact or influence.
Remember, when it comes to links or content, you really do get what you pay for, just something to keep in mind.

just a comment related to backlinks i am using Vispr and so far they are working
