SMM & Google adword campaign

Hello i would like to know if it's was safe to start a campaign on google adword for a smm panel.

When i type french keywords related to SMM panel in french on google. like "Buy youtube views" (in french) there is tons of french smm panel promoted by adword.

Nope, most of smm panel's ads get banned... after that they can advertise with help of cloaking.
