So I decided to try smart proxy but all there residential IP on UK location didn't pass quality score on ipqualityscore, supports says it doesn't matter

You will have to test these proxies on the actual website because such tools do not provide the accurate information about the quality of IPs. You can check they are working for with your use-case or not.

It really depends, which platform/website you want to access. Low quality score by some fancy tool dose not represent accurate status. These proxies may work for TickTock but may fail on LinkedIn or Reddit, so you will have to test them. Also remeber to combine those proxies with popular antidetect browsers like multilogin, hidemyacc, gologin to enhance your privacy.
