SmartLogic will always favor "scale" over your whitelist. So you should disable SmartLogic entirely and run manual CPC bidding on your whitelist only. In campaign settings, set placement targeting to "Selected Sites Only" and input your whitelist. Also, use dayparting to limit spend until you confirm performance.

outbrain smartlogic is trash for whitlisting, it just ignores your list. switch to "semi manual" bid strategy and then block those 3 sites in the "by section" report.
 
You can’t fully override SmartLogic, but you can use site whitelists, block low-performing sites, and adjust bid rules to push budget toward the sites you want.
 
outbrain limits manual blocks to like 30 sites so best way is to go to "by section" and drop bids by -99% for those trash sites. you can also use "bid templates" to force spend on your whitelist by bumping those bids way up while keeping base cpc low.

I usually monitor the Publisher Report daily and block junk sites immediately. I also create a separate whitelist campaign to force the budget onto my best-performing placements. Typically, if a site gets 20–50 clicks with zero conversions, I cut it right away rather than letting SmartLogic waste more budget.
 
bro same here, smartlogic is trash sometimes, you cant really override it fully, best you can do is block the sites eating your $ and whitelistyour sites, then let algo spend only there… also maybe lower bids on junk sites so it avoids them, but no 100% way to force it fully.

in my experience smartlogic do this alot, it just push budget to where it get cheap clicks not real conversions, so what i did i turn off smart algo or switch to manual bidding if option there, then i create strict whitelist campaign only and pause blacklist all junk sites, also reduce budget on main campaign so it stop wasting, after that slowly scale whitelist placements only, takes time but works better than trusting their “smart” thing blindly.
