Small picture vs. Big picture startups

What do you guys think is better for a new site and why? Small local startups (focusing your SEO tactics locally) or large international startups (immediately focusing your SEO tactics on the bigger picture). Can small local startups help in the rapid growth of a site (i.e., Facebook starting at Harvard)?
