Has anyone noticed Facebook restricting ad delivery even when campaigns are live and approved? What is causing this hidden restriction?

Approved does not mean distributed. Facebook is “ok” to run, but will not “bother” to show if it sees you wasting budget without bringing value to them.

3. Spend the budget on the ad set
4. Set targeting without excluding any factors. Select Location only. After 3 hours of normal spending, you can reset the detailed targeting
