They still do, but only if you register via the Skype app for mobile devices. If it doesn't work with the newer versions, install an older one from 2k16.
 
Telegram but you have to give your mobile number which I think you don't want to provide for someone you just met online.

You don't need to share your number.Just give your username..for instance:I'm @Tal3bano,you can add me on telegram without phone number sharing.
 
I am fed up with Skype now as well. I just downloaded discord, it looks pretty cool.
 
Check out Wire or Wickr Me. Wickr can be a bit of a pain in the ass sometimes on staying connected, but it's one of the more secure ones out. Wire is pretty much Skype w/o the bullshit.
