Skrill Merchant Account Requirements

Can anyone tell me what the requirements for a skrill merchant account are? Documents? Verification? Does it require a bank account? Would love to know before i try to open one

Second(fully verified) holds 10% of every transaction for 180 days(apparently lasts forever)
They have other crazy checkout fees starting from 2.9% for a usa costumer to 4.9% for international
