Its not working like that. Cleaning cookies and changing IP wont help. Changing device and IP could help.The google phone verification step doesn't happen by default, it only happens if you have been making too many accounts with same IP. Change your IP / clear cookies & cache / etc
You can download Android x86, install it, and create accounts by resetting the image to defaults. This way Google won't ask you for a phone number. Use gmail apps in android or Youtube apps for creating gmail
Confirming this works. Did it about 2 weeks ago. change ip on your phone, (probably dont have to do this step but it was a burner account) go to the gmail app --> create new account under age under 15 or 13 i think, no pva. might be a step in between i forgot but thats it
