It's all about being contextual there days.
The thing is that their effectiveness is very low. It's one of the things Google cracked down back in the day when it was popular.

In spammy niches like movies, these may pass like okay, but as a rule of thumb, you definitely do not want sitewide links if it's up to you.

It's Out-dated now, i don't recommend blogroll links anymore. Try some PBN links instead of it
