Sitewide ad link caused 20k no follow links to get indexed in one month.

Suggestions on how to fix this issue?

Simple - have the ad removed and give it 2 weeks for the penalty to drop. Then if nothing happens you might consider the link disavow tool, though I won't use it.

Hmm, wondering why ads are giving backlinks. This could be used for negative SEO so surely G has a way to compensate for this.

Usually if you remove the link in a few weeks things return to normal. The links will disappear from your GWT and generally things get back on track.

This has just been my experience though.

I guess you're sure it was infact this sitewide link which caused this. Just make it a 302 redirect link or remove it completely. In a matter of days or a week your rankings should come back normal as Gyuman also points out in above post :)

Link has been gone for about a month now and rankings didn't change.

You might have been penalized. Why not dilute your anchor % with a ton of urls.

Does not google provide some reconsideration request (I think it was a form) for a penalty after you've fixed the cause ?

Yes they indeed do IF you got a message in your Webmaster Tools Panel about a penalty, then you can indeed get a reconsideration request. But if OP got hit by almighty Penguin, there is no reconsideration request for this, only link diversity and anchor diversity + Waiting time.

If the backlinks are still showing, then best way is to use disavow tool. It is enough for this matter. Use the shortcut metrics to disavow the whole domain you are getting links from.

Shortcut metrics? What's that about?
