It really depends on what's the competition in your niche.
I would suggest following these steps:
1. Keyword Research - Before optimizing for anything, be sure to choose the right keyword. check your competitors and look at the number of backlinks they have, their authority, age, etc. If you don't have the budget for that keyword, start with something smaller.
2. On-page - I don't know your level of SEO, but I would suggest going through an on-page checklist like this one - https://backlinko.com/on-page-seo
3. Off-Page - Whether you go for PBN's or guest posts, you do need some links to rank. If you're in the long game and you don't want to take any chances of getting penalized, go with guest posts, press releases, editorial backlinks from big websites. If this is just a concept, a test website, a seasonal website, a chum and burn website, go right ahead for PBN's.
