Why are a lot of sites like these popping up? Are they sites hosted by google? Many of these take up a high ranking spots in random niches and link back to other sites.

Google sites are essentially just another web2.0 like Wordpress. Only thing I can think of is maybe Google is favoring their own brand a bit, but that is dangerous territory for them if so.

you can see they are hosted as subdomain of Google while blogger is completely different domain. these might rank hard

Google Sites Is One Of Parasite Hosted By Google Same Like Blogger, Youtube And Parasites Can Rank Easily With Little Quality Spam
 
It's a pretty powerful parasite but tends to be deleted quickly from what I've seen. Still useful as you can always build several.
 
A strong and powerful web2.0. If you are looking for a quick way to rank for a period of time. sites.google is what you want. Unlike other web2.0s that might retain their ranking. This one will lose its ranking. But it is a powerful parasite nonetheless.
