Site Structure query - target local services

Hi All

If I'm looking to set up a site so I rank for the following local services (for example):

Shoe Repair New York
Show Repair Dallas
Shoe Repair {City Name}

Watch Repair New York
Watch Repair Dallas
Watch Repair {City Name}

What would be the best way to structure my site?

Would it be the following way

Pillar Article 1 - Shoe Repair (and then related below)
-> shoe repair New York article
-> shoe repair Dallas article

Pillar Article 2 - Watch Repairs
-> watch repair New York article
-> watch repair Dallas article

You could do that, and maybe have it set up in the dropdown menu so it’s like, “Dallas Services – Shoe Repair in Dallas, Watch Repair in Dallas,” and the same thing for NY. Alternately, you could just target both geographical areas in the same article for each topic to be less repetitious, and then create separate pages which discuss your service areas.
