Site language effect on local seo??

lets say, I want to rank n Saudi arabia for english keyword - (for example - bitcoin price)
will it give better result if I write the content on arabic and only main keyword on english (bitcoin price) and optimize for this keyword + point to saudi arab in google geolocation
Or write the while content n eng and just point to SA in webmaster tool ?
 
To make your website show up better in Saudi Arabia for something like "bitcoin price," just write your stuff in English, really focusing on that main keyword.

yes it does to the users who shown the intent on "that" language. if he's not interested or shown behavior toward that language, it won't affect/
 
To make Your site better on top i would suggest to go with content in english and point SA in webmaster tool. because if those or in english you may gain additional viewers than sa viewers ..
 
English article + anchor would be perfect to obtain better results and set your location for Saudi.
