Site is Penalised by Google or Not?

Hello i am learning IM and today i found and search some Amazon affiliates site and i saw this site >> http://thebestespressomachines.org << "This is not my site"

I was checking to find how the is rank on Google but when i type this domain on Google nothing happened. I also checked Site:thebestespressomachines.org. But nothing appear on Google search. So my Question is that, this web is penalised by the Google? If yes then how, why? Thanks
