First of all check all URLs within GSC and try to find the main reason behind Google not indexing these URLs, check sitemap, content, robots file check website structure, speed, URLs, and internal linking at your site, this will surely help you to index your pages.

I checked the site structure, I checked the robots.txt file. I didn't see any problem with the sitemap. site speed is 83 on mobile, 98 on desktop.
More than 2000 links go out of the site and only 20 of them are non-working links. I wrote the infrastructure of the site myself. in html5 standards but I never understood this problem. I uninstalled cloudflare and nothing changed.
