I submitted the video sitemap in one of my PBN but it isn't getting index. What are the possible errors and solutions? Please help.
Site is not getting indexed.

Video sitemap would have get it indexed with no problem. You can manually share it on social media (Fb. G+ Tweet, etc) And perhaps use the 'submit to google' to see if it will index within 1 minutes to 12hours. If it does not get index with all of the above after some few days, then something might be wrong somewhere.
Don't forget to check your settings to avoid ticking the no-index option.

Fetch as Google
you will see 2 option=
1. fetch
2. fetch and render
input your page that you want. Google will index in seconds

was it an expired domain that was scraped or from an auction?

it will show how many pages crawls.
I would suggest you to learn basic seo.

Before submitting your web links, please check that your robots.txt file is okay.
Then submit your site top social media ASAP. Better to submit Google Plus, Facebook, Reddit, Twitter, LinkedIn, etc
Don't force Google to index your pages. Instead, it may get a penalty. Google doesn't like in this 2017 era.

Seems like your robot.txt file is set to no index.
Change it to index then only search engine can crawl your site.. ☺☺☺

Yes, make sure that in Search Console (Google Webmaster Tools) that your domain with HTTP and HTTPS and WWW and NON WWW all are looking clean and do not have manual webspam actions open. In my experience it has been 50/50 whether someone will remove the spam status so it's worth a shot.
