site confirmation in Yandex

Anyone worked with Yandex ad network? I have problems with site moderation. I make a website on WordPress, good site they reject, and the bad ones accept. when i make bad site he was also rejected, I don’t know what to do.
Anyone now whats a problem?

Yandex is very strict, I tried to submit my site for webmasters, and they penalized my site for full of ads.
Maybe you can try to disable ads, and make sure website load very fast and looks clean, with privacy policy and contact us stuff.
