who knows what is the simplest platform to do this?

all i need is something that people will have to be registered with confirmed email and logged in in order to post comments, it can even be a one page article and then when they wanna add a comment they will have to register, confirm their email log in and comment.
 
In wp, in the 'Discussion Settings' admin page, you can select 'Users must be registered and logged in to comment', but I'm not sure if wp sends an email with a link to click that confirms the email address of the user.
 
Try out phpbb its another simple open source software if you want to make it look like a forum, in that there are settings where you can block guests from commenting..

You can try freelancer or ask some fellow coder here. If you go with freelancer make sure to read the feedback carefully before handing the job. Plenty of ppl will call you "sir" but won't deliver sh1t... ;)

Why would you pay a freelancer to do something that wordpress already does?
