    I'd make one quick suggestion, get rid of this "Welcome to the New site. We hope you enjoy it. Just to keep in mind that not every function is working
    as intended because the site is still under construction".

    Get rid of the "under construction" part completely, its way to 1995. All sites are under construction, stating it just says "we shouldn't even be online". If you want to leave a warning about things not working maybe change that part to "Our site is experiencing a few technical glitches. Please be patient, we're working to resolve the problem." or something to that effect. If you're refering to very minor problems that most people aren't going to experience then you should leave it off too. The "welcome to our new site" is ok as long as your very new and don't have much content. It makes it seem a little less professional though, so you want to remove it as soon as possible. Even when it is very new, I'd say just a "welcome to our site" or "welcome to our website" would look a little better.

    Not meaning to be harsh, but your right that your design sucks right now. It's kind of hard on the eyes right now, so it's good that you want to change it.

    $30 is a pretty low budget for a complete site redesign though. You could probably do just as good though by searching for free templates and then doing the changes yourself.

    It's built with Parallels Plesk Sitebuilder so I imagine it seemed to look better as he was designing it. He also has a forum set up that looks a little better than the rest of the site.

    Based on the type of content and especially having a 'News' section, I think he'd be a lot better off setting up a WP site and finding a nice template to use. It would be a lot easier for adding new content that way, and with a good template he could make the navigation buttons for the forum and the youtube page fit right in with the rest of the site.
