Simple PageRank Question

Just wondering: a well known SEO blog has PR6 on its main page, a 3 months old post has toolbar Pagerank 0. How come?! Shouldn't it have at least a PR 5 or so?
 
PR affects each link, it's not only a PR6 blog main page will have a PR5 page comment, it can be PR0 even if the main page is PR6.
 
...but since the PR6 page passes Pagerank to the subpage, it should have a higher PR than PR0 I guess!
 
honestly, i can't answer it . you know , the pagerank is oNly God and Google Algorithma who knows.
 
If you do a lot of PageRank look ups from your IP you can get blocked. SEO for firefox plugin and SEO rank checking software can cause this. Its why people recommend using a SOCKS5 anonymous proxies service with these tools. Symptoms are PR0 checks for Page Rank but other people on the network still see true PR and being access to fill out a captcha because of automated queries when you visit google in a browser.
