Simple html and css news/magazine website with 15 posts

I only want to make a light and simple news/magazine, with html and css, with only with around 15 posts.
But i don't know any generator/ide with templates to do that.
Also I wanto to show ads on it.
Can you help me?

Will the news be added statically or it will be dynamic, if it is dynamic, html and css only won't do that for you.
