i've used bw in the past. You can see what ads a website is running on that?

Yeah I think so, why not give it a try? Its free.

If you mean networks or offers running, maybe you need some AD spy or detect services like Spyfu. I hear there are some good tools to spy other affiliate ads on a given website, but I don't know which.
