sim card 4G proxies in airplane mode

a lot of carriers recently changed their dhcp lease logic so ips stay sticky if you reconnect too fast. if the standard airplane toggle stopped working you usually just need to add a 30 to 60 second delay before turning the radio back on so the tower actually drops your session.
 
You have to make sure that airplane mode is on for at least 30 seconds. Check that and see if that matches.
 
Is that phone by any chance also enabled for Wi-Fi calling ? If you are using Wi-Fi calling, turning airplane mode may not change your IP.
Also try network reset to get a new IP :-
iPhone: Settings > General > Transfer or Reset > Reset > Network Settings
Android: Settings > System > Reset options > Reset Wi-Fi, mobile & Bluetooth
 
It's possible your network provider has assigned a static IP address or the IP assignment mechanism at your base station is malfunctioning. Try restarting your device, removing and reinserting the SIM card or checking if you're using a VPN/Proxy. If the issue persists, try switching to a different network provider
 
not all mobile carriers have the IP reset feature even turned on and off airplane mode
 
Yeah, airplane mode used to work, now it often doesnt. I've seen it stick to the same ip unless you stay offline longer or move to another area. you can try turning off data for a bit, or switch location. If it keeps happening, it's probably the provider
