Siloing for a local business that has multiple locations

When doing siloing for a local business do I need to create a silo for each location? Below is an example of what I'm asking.


In this example, each location has its own location silo with multiple modified niche keywords pointing to the location page.


In this example, there is one silo with niche modified keyword pages pointing to each location page.

Ideally I want the location pages to show up for any query that includes the location and the niche(modified or not).
So which of these is better? Also what kind of on site linking structure would you use?

My business is located in one city but does work in multiple cities. It seems to work for the last year or so by making a category of Business Keyword and then linking each City under that. So if I was a plumber, I would have a plumber category and stick each city under there. The hard part was that I wanted 6 categories on the homepage so I had to come up with how to fill out topics under the 5 other categories.

For that I could make an Unclog Pipe category and make 5 articles about unclogging pipes.

So you only link to your location pages from the category page? No links within the articles?

Anyone else have experience with this?
