Does silo structure have to be done on a new site?

Can I implement it on content I already have?

Yes it can be done on existing sites, guess it becomes easier but may be hard work if you have lots of content.

Have a look at wikipedia as that is a great example of a silo site which has tons of internal links... as well as outgoing links which combined will help you with your on-page seo efforts...

Silo structures (or at least the way I implement them) always seem to make my site harder to navigate. Just make sure you've planned everything correctly and you're not gaining SEO power at the cost of lower conversion rates.

Some people tend to overthink silos and do more than is necessary. Just create relevant categories and place each post in its category. Sub-categories might be needed if it's a very large site. Keep it simple and you won't experience any problems.
