Am I correct in thinking that if you wanted to create silos on wordpress you would have to no follow or robot txt. both navigation and header links to prevent bleed?

Don't nofollow internal links, it'll only throw away juice - the extra from the nofollowed link is not distributed among the other links in that page, it simply is thrown out.
