I think thats sounds about right. I signed up with fulltilt almost 4 years ago and worked it for a month and stopped. After doing around 50k emails to a "poker player list" I got around 10 signups and 1 depositor. The last week of the month I focused on promoting the sub-affiliate program with my mailers. Signed up around 20.
Then I stopped as I didnt see it as lucrative. Wish I hadnt stopped. I still get anywheres from $50-$100/month in commissions 4 years later from one month of p\t work.
My suggestion would be market both, players and sub-aff's and dont stop. Keep telling myself to start up again as i still have access to a fresh poker player list. Just not enough time in the day.
Full tilt is a tough room to promote for new comers, their 60 day policy to convert is tough. From my experience from poker targetted traffic it is more like 5% on recent sign ups and an additional 5% who fall in the 60 day qualification period so about 10% total from targetted traffic.
Non targetted traffic I have no sample data to work from.
