sign up , php .

I need to sign up with https://www.globaltestmarket.com/ and it dosent accept new members .
so someone I know could do it and he tell me its about php .
I need to know how php can help me to sign up !!

PHP is a scripting language. It has nothing to do with the issue. The issues might be your country, name, address etc. Your friend might have meant that the PHP script validates the information and does not allow new members. Do you get any specific error on the signup page?
