If you want to complete CPA for cash then you should check out an actual CPA network. CPA networks aren't really for users who want to earn gift cards but for people with websites who want other people to complete offers.

Thanks for the answer but I was talking about offers that are obviously fake. Like the pages that offers you like $1000 walmart giftcard and you have to sign up with your email and click through a few pages. I'm not looking for like free stuff. I'm just wondering if that is an actual CPA offer.

Those are usually first page submits and email submits. They vary by network. I use Adscend Media and there are usually 5+ offers like that at a time.
